[UrJTAG-dev] Patch - add CFG_* instructions to FPGA description files

Hi,

the attached patch adds the CFG_IN and CFG_OUT instructions to the
Spartan 3/6 and Virtex 4 description files. This makes it unnecessary to
define those instructions manually before using "pld load". Please apply.
